Jennifer Finnigan was born on 22nd August 1979, in Montreal, Canada. She is the daughter of Jack Finnigan, Diane Rioux Finnigan and Diane Rioux Finnigan. Her father worked on CJAD radio in Montreal from 1972 to 2005 as a fixture. Finnigan attended The Sacred Heart School of Montreal and graduated in 1996.
